Massachusetts Governor issues executive order

Massachusetts Governor Maura Healey has issued an executive order mandating the procurement of 10 gigawatts of new energy resources by 2035, utilizing an “all-of-the-above approach” that includes solar, wind, gas, nuclear, and storage. The order builds on Healey’s original goal in her 2024 climate act, which called for up to five gigawatts of new energy storage by 2030, increasing the mandate to add an additional five gigawatts of energy storage online or under development by 2035. The administration projects this initiative will yield $10 billion in savings for residents and businesses by increasing supply to meet growing demand and lowering costs.

The order additionally builds on how Massachusetts has been ramping up its procurement and approvals of “battery energy-storage systems” or BESS (four projects of which are projected to add 1,200 MW of energy storage capacity) by calling our opportunities to pursue more mid- and long-duration storage technologies from Massachusetts companies such as Form Energy and Fourth Power.

The order has garnered support from major business and environmental organizations such as Associated Industries of Massachusetts, the Environmental League of Massachusetts, and NAIOP Massachusetts. The President and CEO of the Massachusetts Business Roundtable, JD Chesloff, notes this new order as an example of how Healey’s administration continues “to thoughtfully and aggressively chip away at one of the key drivers of our state’s cost of living and cost of doing business challenges.”
